Policy, Analysis, Results And Research

Policy, Analysis, Results and Research (PARR) facility is housed in the MO under Strategic Learning Unit (SLU).  
PARR will increase the pressure on decision makers to intensify and hasten change and reform. PARR will synthesise the information and findings from AAWAZ and other programme activities in order to build a robust evidence base around community voice and empowerment and government reform. It works closely with the Implementing partners to build synergies and ensure smooth delivery of the programme objectives. PARR ensures linkages to relevant institutions nationally, regionally and internationally, and to a range of other programmes.
For the robust generation of evidence, the PARR facility conducts on-going independent assessments of monitoring information of the three outputs of the programme in order to identify good practices and key lessons in advocacy for government reforms. The evidence from PARR makes a significant contribution to local, national and global debates and understanding of empowerment and accountability. PARR is also responsible for communicating the evidence obtained to government and decision makers and other audiences using a range of media options.

PARR is responsible for the following key functions:

  1. Add value to Monitoring and Evaluation generated by Consortium A partners, through the production of analysis of findings, opportunities and gaps
  2. Work closely with Consortium A partners to share lessons learned across the AAWAZ programme
  3. Commission studies to fill gaps where relevant (Response Fund)
  4. Advance robust evidence based on high quality policy analyses and studies generated above and on secondary research studies produced by others
  5. Where necessary support capacity development of research organisations engaged in AAWAZ-related activities
  6. Based on the above, maximize results and leverage reform strategically
  7. Influencing activities funded through the Response Fund
  8. Developing strong policy briefs
